The objectives of the evaluation are to:
I. Assess the contribution of the SCF 2021-2024 to national development results as per the results framework through evidence-based analysis of the evaluation criteria and utilizing the principles of leaving no one behind and through the mainstreaming of gender, human rights, disability inclusion, youth and environmental sustainability concerns.
II. Identify factors that have affected the SCF 2021-2024 contributions; answer the question of why the performance is as it is; and explain the enabling factors and bottlenecks.
III. Reach conclusions concerning the UN contribution across the scope being examined.
IV. Provide actionable recommendations for improving the contribution of the SCF 2021-2024; especially for incorporation into the new SCF programming cycle. These recommendations should be logically linked to conclusions and findings of the evaluations and draw upon lessons learned identified through the evaluation.
The purpose for the evaluation is to:
I. Promote greater learning and operational improvement. The evaluation will provide important information for strengthening programming and results at the country level, specifically informing the planning and decision-making for the next SCF programme cycle and for improving UN coordination at the country level. The UNCT, Government of Bahrain, and other SCF 2021-2024 stakeholders can learn from the process of documenting good practices and lessons learned, which can then be shared with DCO and used for the benefit of other countries.
II. Support greater accountability of the UNCT to SCF 2021-2024 stakeholders. By objectively providing evidence of results achieved within the framework of the SCF 2021-2024 and assessing the effectiveness of the strategies and interventions used, the evaluation will also enable the various stakeholders in the SCF 2021-2024 process, including national counterparts and donors, to hold the UNCT and other parties accountable for fulfilling their roles and commitments.

- Decides the division of labor within the evaluation team and coordinates team tasks, including by reallocating the number of days for each task within the limit of the total number of days provided within the framework of the ToR.
- Directs and conducts the research and analysis based on secondary and primary data sources.
- Conducts the theory of change workshop and reaches an agreement with the UNCT on the expectations for the evaluation.
- Develops, with the support of the evaluation team, an inception report and details the design, methodology, including the methods for data collection and analysis criteria for selection of interventions to be further analyzed and the required resources, and work plan of the evaluation team.
- Ensures the quality of the preparation of the report and takes a lead in the analysis of the evaluative evidence.
- Oversees the administration and analysis of the results of the data collection exercises.
- Drafts the evaluation report and coordinates the inputs from team members.
- Review findings, conclusions, and recommendations from stakeholder meetings.
- Leads the validation and stakeholder workshops,
- briefs the evaluation manager and the ECG on the evaluation through ongoing communication and informal sessions, and finalizes the report based on feedback from the quality assurance process.
- Delivers the final evaluation report.
- Delivers key findings of the evaluation report for dissemination with relevant stakeholder groups.
A master's degree, in Social Sciences, Development Studies, Economics, International Relations, or any other related field is required. A PhD is desirable.

A minimum of 10 years of relevant professional experience, with a strong record in designing and conducting independent evaluations of complex programmes of UN organizations is required.
Proven experience in conducting independent evaluations of other United Nations cooperation/partnership/development assistance frameworks is required.
Experience and background in gender equality/gender analysis and gender responsive evaluations is required.
Good understanding of the SDGs, other relevant regional or global frameworks and their implications for development cooperation is required.
Good understanding of multilateralism and the role of the UN System in development cooperation in the context of the country in question is desirable.
No conflict of interest such as recent or expected employment by UNCT members or implementing partners, private relationships with any UNCT members of staff or government counterparts or implementing partners; participation in the design, implementation or advising CF being evaluated, among others) is required.
Experience with GCC countries is desirable.
Languages English and French are the working languages of the United Nations Secretariat; and Arabic is the working language of ESCWA.
For this position, fluency in English is required, and knowledge of Arabic is desirable.
Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
