MAJOR DUTIES:
- Provides age specific nursing care services to ambulatory care clinics, general medical, surgical, pediatrics, obstetrics/gynecology, neonatal, intensive care/critical care and emergency room patients. (Prepares and administers following physician order for medication both orally and by intramuscular injection, performs catheterization, changes surgical dressings, suctioning and irrigates body orifices. Triage and screens by obtaining vital signs, gross and subtle observations and facts regarding patient treatment and progress; documents assessment on patie! nt record. Prepares patients for special laboratory tests, examinations! , and treatments. Sets up and manages specialized equipment such as suction, oxygen, EKG and a variety of drainage tubes; labels tissue/specimens.)
- Provides patient and family education. (medication use, activities, diet, self-care and assists with special to simple tests and procedures)
- Uses Electronic Health Record to record patient data and enter nursing notes on patient treatment provided during visit.
BASIC REQUIREMENTS:
Licensure: Candidates must be currently licensed to practice as practical or vocational nurses in a State or territory of the United States or the District of Columbia or must have applied for a license to practice. Applications of candidates possessing a license must be accompanied by a certified or photostatic copy of the license, a notarized statement attesting to the fact, or a citation of the license number and State issuing it. Non-licensed candida! tes who have completed their training may be appointed subject to obtaining the required license during the probationary period. Those not licensed must furnish the date on which they applied for a license and the jurisdiction involved. No person appointed pending licensure may be retained beyond six (6) months if licensure/registration has not been attained.
Applicants who meet the licensure requirement are considered fully qualified for GS-3.
Additional Requirements for Grades GS-4 and Above:
Experience:
Qualifying experience includes nursing care work in a hospital, outpatient clinic, nursing home, or other supervised medical, nursing, or patient care facility that provided a practical knowledge of human body structure and sterile techniques and procedures, performing such duties as:
Providing pre- and post-operative patient care.
Observing, recording, and reporting changes in behavior of mentally ill patients.
Pro! viding reassurance and encouragement to mentally ill patients.
Assi! sting surgeons and registered nurses in operating room activities, including passing instruments, maintaining sterile conditions, and draping and positioning patients.
Setting up and operating special medical equipment and apparatus.
For GS-5: One (1 ) year of nursing experience at the GS-4 grade level is required.
Specialized Experience: For GS-05 level, you must have one year of experience (equivalent to the GS-04) that included duties such as:
observe patients and keeps the nurse informed of changes in the patient's vital signs. Collects urine, stool and sputum specimens for laboratory tests. Maintains accurate fluid intake and output records. Lifts and turns patients. Passes medications both orally and by intramuscular injection. Performs catheterizations, changes surgical dressings, sets up and gives patients respiratory therapy treatment, performs suctioning, and irrigates body orifices. Monitors and maintains intravenous f! luids, changes intravenous tubing, and discontinues intravenous fluids if difficulties develop. Recognizes emergency situations and functions calmly and efficiently in supplying nurses and doctors with the crash cart and requested supplies and materials. Records pertinent information in the patient's chart and supplies information for the patient's nursing care plan.
For GS-6: One (1) year of nursing experience equivalent to at least the GS-5 grade level is required.
Specialized Experience: For GS-06 level, you must have one year of experience (equivalent to the GS-05) that included duties such as:
Provide direct patient care of all ages: dressing changes, whirlpool, insertion of urinary catheters, administering medications including immunizations, chest percussion and drainage, and nebulizer treatments. Collect data on the health status of the patient using established assessment skills to identify immediate health care/maint! enance and nursing needs. Assesses changes in patients conditions and i! mplements appropriate interventions and/or reports changes to the supervising registered nurse. Provides instruction to patients on basic use of equipment, collection of lab specimens, etc. and in accordance with any nursing or multi-disciplinary educational plans. Documents observations, measurements, nursing interventions and outcomes in the medical records using approved forms and formats. Maintains a safe, clean work and patient care environment through appropriate implementation or infection control and safety policies and procedures and reporting unsafe conditions when they occur. Identify and respond appropriately as a member of the health care team to emergencies including internal and external disasters.
